no. jeff the killer is a made-up story character used to entertain the people online who like gore fiction. there are copycats, but they aren't the real thing. if you were in a house fire, you carved a smile into your face, cut off your eyelids, and bleached your skin, you'd be dead. you wouldn't be off killing other people.
