Why isn't fish technically counted as a meat?

When talking about meat, or allergies, they say "I'm allergic to most meats and fish" or such.
I'm curious as of why when fish are a type of meat?

others say its not because its counted as sea food but actully its counted as meat as well because you're eating something that was once a living thing
