If I ever were to make a Hetalia OC (Or just a character based on a place), then I would go by an area's reputation and geography rather than stereotypes. For example, Hawaii would be beautiful and passionate (The beaches and forests), but easily angered and Moody at times (Volcanoes)
Washington would probably be depressed and heartless (rainy weather & cold) but layed back (grassy)
