It is often a rhetorical question...as to simply either dig deeper into what you're doing so they may understand...or simply start a conversation...

I think they do that because I'm a messed up child!? I have proof my mother told me that I scare her right to my face. I didn't care though.

Well, it can also mean that they know what you are doing and are angry or disappointed with you for doing what you were doing at the moment, if they say it angrily...
