I don't think there is any easiest and any hardest because each language has its goods and bads.
But if I had to choose...
Easiest: A language that is structured grammatically should be easier to learn because the learner won't have to keep straight all the grammatical exceptions. One could be German, another Polish.
Hardest: One of the lesser known languages or one without a writing system Like Cherokee. Myanmar/Burmese would also be pretty difficult.
