Actually, the five second rule is a lie in science. When food is dropped on the floor, i less than a milliseconds, millions of bacteria are already on your food. Also, since there are billions of bacteria on each square inch of ground, that means as soon as it touches the floor, it's already drenched with bacteria.

Like said before, depends on how clean the surface is...
But the rule I secretly live by is if it drops on the floor and you pick it up and still want to eat it, then eat it.
We have immune systems for a reason...

Yeah, just cause it ends up on the floor doesn't mean you should throw it out. Just wash it off (if you can) and then eat it.
