Before the Games

Walking down street, you see a small boy dressed in dirty and ripped (and unfashionable) clothes. He is probably homeless.
You resolve to do the only logical thing: adopt him as your brother.
But as you leave, holding his tiny, dirty hand, the boy starts hollering for his mama.
A man and woman in beautiful, fancy clothes rush towards the two of you. You recognise them. They are the parents of Shiny, a star career.
They demand an explanation, "Young lady, what are you doing with my child?"
"Adopting him as my brother!" You say happily!
They scowl at you, offended.
You apologise for trying to adopt their child, who was apparently wearing clothes borrowed from his pen pal in District 12.
You apologise again, but they take it as a sign of weakness.
Every day after that, they prey upon you as you walk home.
