The place is mainly self-automated, so originally the animatronics would be the ones to cater to the children. they couldn't be everywhere at once so they made safety cams for the kids. The cupcake figure in your room is something the company would give to children in order to watch what they're doing at all times; the reason why chica doesn't come directly into the door is that she doesn't have to. She's always watching you.
