I'd call an ambulance, and move them to somewhere safer. Try to help them at least sit up.

i world call the embulance get them off the road give them water and some pain killers and cry untill the embulance gets there

Leave them there. An animal is one thing, a human is another. I would leave them there to suffer, probably even run them over on my way out, lol
