Can someone be arrested for planning to abduct and kill someone?
I need to know this because someone is planning to do that to me and my boyfriend

No but you can have a restraining order on them and tell the police what time and when and they're names and buy a gun just in case

you're out here posting to the internet about how someone wants to abduct you instead of doing something about it
I'm not trying to be an ass but this is the obvious solution. your internet friends can't really help you.
