OK, so. Basically, the government has managed to catch a bunch of epic heroes, and then keep those heroes under their thumb by... *drumroll* Blackmail. Basically they've kidnapped a close friend or sibling or parent or boyfriend/girlfriend of a hero and locked them up, and used them to threaten said hero.
