They do have evil Natures but not because of their element.

How do you think Simba choose which lions to exile?

He picked Lions who Simba did not trust/Who were loyal to Scar/Or cubs of Outsiders/Other.
He just found out who were Zira's follower, then exile them. Job done!
I think he had a trail for every single person. And from there he choose who to exile.
He let them join him pride and if you didn't. Exile!
