First of all, Bill Clinton was not one of the most terrible presidents in history.

As for your question, Isis kills people because it is made up of terrorists. Terrorists are heartless people. Obama is NOT a terrorist. Hillary is NOT a terrorist. Trump is NOT a terrorist (although he is heartless and cruel).
