why does raven queen have to poison apple white when she dosent want to?

Because Raven's mother gave a poisoned apple to Apple's mother in the fairytale.
And as the daughter, Raven is expected to follow in the path of her mother. Even Apple expects it to happen, knowing full well what will happen.
But Raven doesn't want to because she feels if she follows in her mother's path, she will become evil like her mother, which she doesn't want to be.
