Which one you like or which one is more evil? I'm gonna go with President Snow as most evil and I like Jeanine best (cause she's smart like me)!!

Jeanine was a pretty one-dimensional and "evil because she's evil" character. Snow has more background explained in the story, as well as sympathy from Katniss. He's ruthless for a reason.
