Caleb actually came back to Tris's side in Allegiant (right? It's been awhile since I read the third book). Peter saved Tris's life. David thought that he was doing the right thing by both keeping the experiment underway and killing Tris - and he quite possibly was. I'd say that the worst out of these is Peter.
David is EVIL!!! He works for an organization that keeps people in isolated cities, (Chicago, Indianapolis, Milwaukee, St. Louis, etttcc...) for stupid genetic experiments!
