It's expensive. Coming from an American perspective here (cannot speak for other countries) the cost of living continues to rise, while federal minimum wage has not kept up with inflation. Qualifications are steep to get a job that pays a livable wage in an already not great job market thanks to things like offshoring or recessions. Also I wouldn't say they are less likely, just not as willing to bring a child into the world when there is already plenty waiting for adoption
