Make sure there are no discrepancies and then choose either to mark it Entry Granted or Entry Denied. Check here for information about discrepancies. Discrepancies also include invalid gender, invalid Issuing City, invalid place in Arstotzka, invalid picture and if immigrant is a wanted criminal. (Expiration dates don't matter) So pretty basic Papers Please stuff.
